The City has received calls with concerns about garbage and recycling carts placed on the curb for collection before – and after – the allowable time.
The City Code, in Chapter 7, states that garbage and recycling carts shall not be placed for collection no earlier than 5:00 p.m. on the day before collection day. It goes on to state that residents need to remove the carts no later than 7:00 p.m. on collection day.
Where are carts to be placed? The code states that “containers shall be placed for collection at the edge of the customer’s property adjacent to a street or alley.” Placing the carts on the grassy area -- right before the curb and between the sidewalk -- is permissible. Residents may place the carts on the apron of the beginning of the driveway. Under special circumstances, carts may be placed on the street if there is a slope where the carts would tip over.

The placement of the cart on the left is not a preferred placement since there is an absence of slope. On the right side of the road, the placement of the two carts on the driveway apron is acceptable.
The concerns were raised due to the fact that receptacles placed in the streets (especially in areas without sidewalks) cause walkers to utilize more of the street, causing conflicts with motorists and creating a dangerous situation. Additionally, bikers must maneuver around receptacles placed in the roadways creating similar conflicts.
